Insurance complaints up in the Philippines in 2023



Insurance complaints in the Philippines rose by 7.8% to 5,417 cases in 2023, with the most significant increases in mutual benefit associations (MBA) and health maintenance organisations (HMO), according to the Insurance Commission (IC). MBA complaints nearly tripled to 64, while HMO complaints jumped 34% to 313. Despite this rise, the IC effectively resolved all cases under the Financial Products and Services Consumer Protection Act, either through amicable settlements or formal adjudication. Other sectors, including life, non-life, and pre-need companies, saw complaints decline by 14%, 12%, and 47%, respectively. The Citizens’ Complaint Center and hotline 8888 registered the highest number of complaints at 3,452, up 20%.
