Vietnam set to finalise Mobile Money rules



An official legal framework for Mobile Money is expected in early 2025 to boost cashless payments in rural and remote areas, as the pilot ended on Tuesday. The State Bank of Vietnam proposed a decree in the fourth quarter of 2025, with the pilot extended until then. The Ministry of Public Security deems this crucial for rural cashless transactions and reports no illicit usage. It calls for removing obstacles for telecom providers. After three years, 9.87 million accounts were registered, 71.7% in hard-to-reach areas, though only 66.46% are active. Providers face transaction and subscriber restrictions. They seek raising the VND10m (USD393) monthly limit to VND100m and suggest relaxing eligibility periods. They also propose connecting accounts across providers seamlessly.
